Oswaldo Rayburn: You are confused about the insurance problem. When you take your license test, you must be covered by insurance. This can be coverage by the vehicle owners company, and is usually a parents insurance. You cannot obtain insurance without a license though.

Providencia Jalbert: You don't need insurance to get your drivers license. You don't even need to own a car in order to have a DL. You need insurance if you intend to DRIVE a car once you are licensed but you do not need insurance to obtain your drivers license.
